摘要： 提出了融于速率控制策略的蜂窝移动通信网络的拥塞“软处理”方法。实验结果表明，该方法硬件实现简单并能动态分配移动通信网络资源。利用双时钟“软处理”方法及时预防和解除网络拥塞，使移动通信网络能稳定工作，有效地保证移动通信网络的服务质量。且采用降速机制确保高优先级的呼叫服务质量。该模型具有缓解拥塞时间短、呼叫等待处理时间短，呼损率低等特点。
