基于直觉模糊层次分析的特种设备事故应急预案评价

摘要: 针对现有特种设备事故应急预案大多未经实践证明,且缺乏科学、合理的评价体系的问题,文中提出一种基于直觉模糊层次分析的特种设备应急预案评价方法。首先,从预案实施前的准备、实施中的执行、实施后的完善3个角度构建了应急预案的绩效评价指标体系;其次,考虑到应急过程中的不确定性和评价过程的主观性,利用直觉模糊层次分析计算各指标权重,并结合专家小组对应急仿真的打分确定各指标表现,计算各方案的综合绩效,确定最优方案;最后,与人工评判结果进行比较,证明了该方法的可行性和有效性。

Abstract: In view of the problems that most of the existing emergency plans for special equipment accidents have not been proved by practice and lack of scientific and reasonable evaluation system,this paper proposed an evaluation method of emergency plan for special equipment based on intuitionistic fuzzy AHP.Firstly,the performance evaluation index system of the emergency plan is constructed from three aspects:preparation before implementation,execution in implementation and improvement after implementation.Secondly,considering the uncertainty in the emergency process and the subJectivity of the evaluation process,the weights of each index are calculated by intuitionistic fuzzy AHP,and the performance of each index is determined by combining the scores of the expert group on the emergency simulation.Finally,the feasibility and effectiveness of this method are proved by comparing with the results of artificial evaluation.
