摘要： 建设校级统一信息系统不仅是满足用户对整合的、个性化的、主动的信息服务需求的需要，也是信息化建设本身可持续发展的需要。结合清华大学统一人力资源管理信息系统建设方法、步骤，探讨校级统一信息系统建设理论的完善，同时也为高校校级统一信息系统建设或者职能域内部统一信息系统的建设提供了可供借鉴的经验。

Abstract: Combined with the method and steps of building unified human resources management information system at Tsinghua University,we Investigate to realize and improve the theory of university unified information systems construction. 13ut also provide experience to the construction of university unified information systems or the construction of Information systems within the functions domain.
