Abstract: As an important measure to control and manage software development cost, software cost estimate technolo- gy has become an important issue in software engineering. Currently software development based on reuse is becoming mainstream of software engineering, but few software cost estimate model takes the reuse factor into account. This pa- per proposed non-reuscbased software cost estimate model's reuse transformation model and applied the model to moth fy COCOMO,then used it to estimate an instance project cost. The paper also showed the strategy of using stored pro- cedure technology to calibrate model coefficients. I}his model can provide a reference to various software development and reuse cost estimation.
